The external audit for 2017-2018 has now been completed. The auditor’s final report and certificate have been published, and can be viewed here alongside the completed Annual Governance and Accountability Return (AGAR) – Sections 1,2 & 3.

Community Governance Review? What’s that all about then?
You may recall that Cotswold District Council wrote to all households in Upper Rissington last year seeking feedback on the future of Upper Rissington Parish Council. Currently the Council has seven members; a request has been made to increase the number of councillors to nine or 11 and to consider introducing warding.
The initial consultation did not lead to any clear view from residents on either future councillor numbers or the introduction of parish warding. The consultation has now been re-opened for further comment – until 18th February.
In addition, CDC will be holding an exhibition/drop-in session between 3 p.m. and 7 p.m. on Wednesday 30th January 2019 in the Community Room at Upper Rissington Village Hall. Nigel Adams, Electoral Services Officer for Cotswold District Council, will be on hand to answer all your questions and listen to your views about the future of the Parish Council.
A letter has been sent to all households in the Parish by first class post – a copy is attached below for your information.

If you have already submitted a response to the review, and your views have not changed, then you do not need to do anything – your views will be taken into account when CDC considers the options.
After an icy start to the day, it’s snowing! Though the snow is not likely to settle, more cold weather is forecast later in the month.
Grit/salt is available for residents to use on the adopted roads around the village to help keep them free from ice and snow.
The Parish Council has recently purchased and installed several new grit bins, doubling the number of grit bins in the original village.
The new bins can be found:
- On Siskin Road, opposite the junction with Bristol Road,
- On Sopwith Road, opposite the Old Co-op,
- On the south-east corner of Hawker Square, and
- On Grebe Square, at the entrance to the playing field, which also links to the alleyway leading to Lancaster Drive.
A map of all the parish-owned grit bins is included below.
The grit is supplied by the County Council. Please use the grit sparingly and only on roads – not on private drives as you can be prosecuted for that. If the grit starts to run low, then please feed that information back to the parish council. Contact firstname.lastname@example.org.
As the road adoption process for Mitchel Way and the other roads in the new part of the village isn’t concluded yet, the developers are still responsible for those grit bins in those areas – which are yellow (the parish-owned ones are green). There is also a grit bin on Wellington Road, but it is locked because it contains a private supply.

Details of a by-election to fill the remaining two vacant seats on Upper Rissington Parish Council have been announced.
Nominations are now open and completed nomination papers must be delivered by hand to the Returning Officer at the offices of Cotswold District Council, Trinity Road, Cirencester, Glos, GL7 1PX by no later than 4 pm on Friday 25 January 2019.
If the seats are contested, then a poll will take place on Thursday 21 February 2019.
